On Wednesday, September 23, 2009 through the month of November, the West Campus Utility Plant will be starting up and testing steam boilers. The campus community can expect the following:

--Throughout the course of boiler testing, contaminant free steam vapor will be discharged intermittently through the utility plant rooftop venting system. The campus community may notice large plumes of steam vapor coming from the utility plant, but should not be alarmed as it is a normal part of testing.

--At times, the steam vapor discharged from the plant will be noisy. During work days, unusually loud noise levels may be heard from the utility plant. The project will follow the City of Chicago noise ordinance prohibiting noise generating work between 8PM and 8AM.

--The noise levels and steam vapor venting are part of boiler testing only. During normal plant operations, minimal noise and steam vapor will be produced.

MAIN QUADRANGLE PEDESTRIAN ZONE VEHICULAR POLICY

In June, construction activities began in the Main Quadrangles to improve pedestrian access for the students, faculty, staff, and community members who regularly enjoy the open space in the heart of our campus. The Main Quadrangles Paver Replacement Project will be substantially complete on September 15, 2009. The replacement of many existing sandstone pavers on the Quadrangle pathways was agreed to with the Department of Justice to improve accessibility. To minimize disruption of the construction activity, the University initiated a simultaneous project to redefine the Quadrangles as a pedestrian zone.

An interim Main Quadrangles Pedestrian Zone Policy will be in effect beginning September 15, 2009 through Fall Quarter, restricting University vehicles from accessing the Main Quadrangles from 7:00AM to Midnight, 7 days a week. Non-University vehicles are restricted from accessing the Main Quadrangles from 7:30AM to Midnight, seven days a week. No vehicles, moving or parked, will be allowed within the Main Quadrangles unless a permit is displayed.
A permit process has been developed for deliveries which cannot be accommodated in the Midnight-7:30AM delivery time frame or from off of the perimeter streets. To minimize the impact on the pedestrian zone, permits will be issued only after identifying all work that can first be accomplished off-hours or via perimeter access points. For more information on the permit process and to download the permit application, please visit the Facilities Services website at http://facilities.uchicago.edu/.

Exceptions to the Interim Policy:
The following services will not require a permit to access the Main Quadrangle:
(Emergency work is defined as any situation that will result in a threat to life, safety, health, facilities, or utilities if not responded to immediately. A maintenance emergency is also defined as any situation that will result in the cancellation of classes or events if not responded to immediately).

--Emergency vehicles

--Maintenance vehicles performing emergency work

--Snow removal vehicles (only after 7:00AM as absolutely necessary for pedestrian safety)

University of Chicago Police Department vehicles

For questions, concerns or comments about the Paver Replacement project or the interim vehicular policy, please email Facilities Services at mainquad-policy@lists.uchicago.edu; a response will be provided within two business days. The University is committed to collaborating with any member of the University community impacted by the vehicular restrictions to develop new service access and delivery strategies.

MAIN QUADRANGLE CLOSED TO ALL VEHICLES AND INCREASED NOISE

We would like you to know that major road work on 58th Street, from University to the circle, is scheduled to begin on Wednesday, July 1, 2009. As this work will require a complete street closure, all vehicles will be prohibited from accessing the Main Quadrangle via 58th Street.

The following is a list of many of the activities you may expect to see as a result of this major initiative:

--Demolition of 58th Street is scheduled to begin on Wednesday, July 1, 2009, and all vehicles must be off the Main Quadrangle by 7:00AM.

--Signs announcing that the Quadrangle is closed to vehicles will be posted on University Avenue at both 59th and 58th Streets.

--The replacement of the street and sidewalk portions of 58th Street will require that the vehicle restriction be in force 24 hours EVERY day.

--This project will require the use of large construction machinery for both the removal of the existing street, and the installation of the new pathway.

--Unfortunately, the work will be noisy.

--Way-finding signs to assist pedestrians in walking around the work areas will be prominently posted in numerous locations.

Rob Kelly, the Facilities Services Project Manager for this work is available at (773) 834-1846 to respond to any questions or concerns you may have.
